POSITION TITLE: Foreclosure Prevention Counselor

DEPARTMENT: Housing Department

REPORTS TO: Utility Department Facilitator

STATUS: Full Time, Non-Exempt

SALARY: $13.00/hour

POSITION SUMMARY: The Tucson Urban League is a HUD Approved Housing Counseling Agency. Following HUD guidelines, the Foreclosure Prevention Counselor will provide education, information and guidance in order for a client to make an informed selection of the options available to them. The Foreclosure Prevention Counselor interacts with lenders/servicers and advocates for clients in an effort to preserve homeownership for existing homeowners at risk of foreclosure. As a Case Manager, this position will interview, counsel, and assist low income clients, develop case management plans, determine eligibility, and refer client to appropriate services when necessary. 


*Foreclosure Prevention

  • Provide comprehensive individual counseling to rent and utility assistance clients to prevent foreclosure of a current home.
  • Assume and manage a caseload of clients whose situations may require intervention or negotiation with a mortgage lender. In such cases, negotiate appropriately with a mortgage lender for loss mitigation, short sale etc. Continue to work with client as needed until case is resolved in the best possible way for the client. Keep case open until client has reached a workout with the lender. Providing consistent quarterly follow up with client to ensure client is still on track.
  • Analyze overall financial status to identify the best solution for each client.
  • Work with clients to facilitate the process toward attainment of established goals.
  • Assist clients in overcoming obstacles with current financial situations, credit scores, and financial budgeting.
  • Develop and maintain client case management and corrective action plans.
  • Create and maintain electronic customer files and hard copy files with updated information (including all necessary and required forms and documentation) in compliance with the program and Housing and Urban Development (HUD) filing guidelines.
  • Complete appropriate statistical and analytical reports to include information regarding counseling services, customer satisfaction, and outcomes data.
  • Interact and collaborate with others in pursuit of and attainment of the program goals.
  • Monitors program contract. Prepares required reports to account for program activity.
  • Maintains cooperative relationships with local, state and federal agencies.

* Case Manager

  • Interview and counsel low income and disadvantaged clients regarding utility assistance, budget preparation, home management, energy conservation, and other utility assistance, including follow-up
  • Review all client documentation and establish client eligibility for all utility and rental assistance programs
  • Develops and maintains client files in accordance to ACAA and DES standards
  • Coordinates services with internal programs and outside agencies utilizing a referral system for clients.
  • Mobilize resources, as needed, to achieve expected goals to assist in achieving desired Case Management outcomes within desired time frames
  • Ensure the client case management process is carried out within established benchmarks and timeframe
  • Ability to handle a caseload of 4-6 clients daily
  • Adhere to departmental goals, objectives, standards of performance, policies, and procedures

  • May also provide workshops in the following areas as needed: Homebuyer Education, Financial Literacy, Home Maintenance and Rental.
  • Performs other duties as required.


* Certified Housing Counselor preferred

* Minimum of two-four years of experience in related field.

POSTION TITLE: Career Yes Program Facilitator

DEPARTMENT: Workforce Development Institute


STATUS: Full Time, Exempt

SALARY: $40,000 per year

POSITION SUMMARY:  Under the direction of the President, works as part of the Management Team of the Tucson Urban League to ensure the efficient, high quality operation of the Career Yes Training Institute and its multiple funding sources.

Coordinates and integrates workforce training services with all the other programs within the agency and external partners.


  • Plans, organizes and coordinates activities of the different workforce training programs within the Department including Career Yes Training, In-step, Summer Youth Employment and Basic Education and related activities.
  • Develops and implements departmental procedures for increased accountability and efficiency.
  • Supervises key program staff.
  • Supports staff in meeting program goals and objectives.
  • Assures compliance with applicable laws and regulations.
  • Administers program contracts and activity reports to funders.
  • Develops and directs planning process for existing and new programs.
  • Represents the Workforce Development Department at all Tucson Urban League functions, staff and Board meetings and events.
  • Represents the program and activities to the media, funders and elected officials.
  • Identifies and pursues funding opportunities through grant writing or other resource development activities.
  • Maintains cooperative relations with local, state and federal agencies,
  • Coordinates and implements staff training,
  • Fosters teamwork and cooperation among staff members.
  • Sets example of integrity and excellence.

  • Performs other related duties as required.


  • Minimum B.S. or B.A. and/or
  • Five years administrative or supervisory experience
  • Background in Construction and/or workforce development

Position Title: Teen Outreach Program (TOP) Coordinator

Reports To: President and CEO

Salary: $25,500

Status: Part Time (.75FTE), Exempt

JOB DESCRIPTION: The TOP Coordinator manages the replication of WYMAN’s Teen Outreach Program within the TOP Partner’s Network or across the organization.  


Essential Functions

  • Provide leadership in recruitment, screening, selection, registering and monitoring of TOP® Provider Organizations within the Replication Partner’s network.
  • Coordinate, schedule, and handle all logistics for successfully implemented Teen Outreach Program® Facilitator trainings.  
  • Deliver the Teen Outreach Program® Training in accordance with the Training of Trainers curriculum received from Wyman. Ensure all participants are prepared with details and schedules prior to the training.  
  • Plan for a successful training by following the checklist and timeline detailed in the Training of Trainers (TOT) Manual.
  • Prepare for, coordinate, and track site visits from Wyman and any additional visits by Wyman to the replication partner network.  
  • Participate in quarterly calls with Wyman representative.
  • Provide supervision of TOP® Provider Organizations and Facilitators:
    • Provide annual site visit to each TOP® club and Facilitator and keep accurate records of those visits
    • Provide general technical assistance to facilitators to support their success implementing TOP®. Examples of general technical assistance include organizing the start-up of TOP®, planning youth recruitment, planning successful service-learning strategies and building community relationships to support TOP®.
    • Ensure that each club within Replication Partner’s network are following certification guidelines as outlined in Wyman’s certification standards for Teen Outreach Program®.
    • Direct Facilitators and Provider Organizations to TOPnet Online and to Wyman for additional content, technical assistance, and networking
    • Ensure that Facilitators complete required surveys and data collection and that all youth participating in TOP® complete the Wyman TOPnet pre and post surveys.
    • Hold the integrity of the program curriculum by clearly delivering the message of Following the TOP® Approach and then monitoring each site to adhere to this Approach.
    • Accurately assess and deliver feedback to Facilitators and Providers when needed and appropriate.
    • Participate in TOP® program evaluation and continual quality improvement activities. This includes ensuring all Facilitators are registered with user names and passwords to TOPnet Online.
  • Communicate to Wyman technical assistance needs of Provider Organizations and Facilitators as determined through site visits.  
  • Maintain professional and open communication with the TOP® replication partner and Wyman.


  • Education: Bachelor’s degree in Health, Human Services or closely related field.
  • Experience: Minimum 5 years related experience in human services, case management, organizational development, social work, or related field.
  • Three (3) years supervisory or lead experience required. An equivalent combination of education and experience may substitute for the minimum requirements listed. Bi-lingual, as needed for the community.
